Should children who commit serious ad heinous cries be tried as adults or treated through the Restorative Justice Model?

 The outline is intended to be a BRIEF overview (1-2 pages maximum) of the essential information that needs to be covered in the research paper. It is NOT to be set up as a rough draft.
