Rationing of Health Care

In Oregon, the Medicaid program was extended to thousands of Oregonians who had previously been uninsured. To help pay for this extension, the breadth of services available to Medicaid recipients was reduced such that recipients lost access to some care that might have been beneficial. You are the Governor of Oregon and you have to testify in a lawsuit alleging that the program is unfair because it deprives Medicaid recipients of certain services enjoyed by privately insured people.
