Historian Mark Mazower on the other hand holds that while the Treaty of Versailles contained weaknesses, it failed due to a lack of enforcement of its principles by a generation of European leaders. Was Stalin Responsible for the Cold War that followed? Historians like Paul Wingrove take the yes side of this issue holding that Josef Stalin was primarily responsible for both the Cold War and for the Korean War.
