Running the government as a business
There are two part of the paper. What are arguments for and against running the government as a business, especially within the framework of the differences/similarities between the public and private sectors. For part II, Read the case of Kim Davis (http://time.com/4022167/kentucky-clerk-kim-davis-doesnt-seem-to-get-how-the-constitution-works/) who refused to issue marriage certificates to same-sex couples because of her religious beliefs. While she was arrested and later lost her reelection, there are some that believe that personal beliefs cannot be ignored in the implementation of policy. Did she abuse her power as a public servant or was she justified in her choice to not issue the marriage certificates? Using the readings from the course (I will upload these), give support for or against personal belief having a role to play in public management. Case discussions will generally focus on the actions or problems of public managers in the case as they are caused or influenced by contextual (structural or institutional) factors. The goal of the case studies is to improve your ability to think about a complex scenario, and write a short and concise analysis of this situation The memos should entail a critical analysis of the main issues of the case (not a summary) and your personal recommendations.
