Legal vs illegal substance

 You have various legal substance (caffeine, alcohol, tobacco) that the only limitation for use is age, then you have illicit substances that were covered in the last chapter. What do you think the difference is? Are the legal ones safer? Easier to control? Less addictive? Are there any of the illicit substance that you think should be legal and why?
