Assignment Direction: Standard 4 Question, Public Service Values Case Study: Global Virtue Ethics In this leadership problem-solving situation, you will play the role of city manager of a local government that is considering for the first time in developing a formal code of public service ethics. Your community and labor force is very diverse from an ethnic, racial and religious perspective. Your human resources director has supplied you with the article “Global Virtues Ethics” and suggested that it provides a relevant foundation for the development of the ethics policy. In addition, you are reviewing standard codes of ethics such as that of the American Society of Public Administration (ASPA) and the International City Management Association (ICMA). Your task is to read the case study, the ASPA and ICMA ethics codes, and answer the following questions: Executive Summary: A one page executive summary of your response to the case questions Introduction to the Problem: Describe the organizational context surrounding the challenges of developing an ethics policy for a diverse community and labor force. Problem Solution Options: Provide three distinct strategies/processes for developing a public service code of ethics for your municipality. Assess the strengths and weaknesses of each ethics development process option in terms of leadership, political, and ethical/moral implications, Recommended Solution: Provide the preferred ethics code development option with a clear rationale supported by an action plan for managing the ethics code development process and overcoming obstacles with a sample draft code of ethics. References: Students will support their observations and recommendations with 10 to 15 appropriate references from the sources listed below. The preferred citation format is APA but other established styles are permitted (MLA, Turabian, Chicago, etc.). Academic books (including student text books in prior coursework) Peer-reviewed journal articles Government documents Policy institute (Heritage, Brookings, etc.) documents/studies Practitioner press articles, professional association studies, newspaper articles, reports, documents In assessing your response, we will assess your ability to effectively integrate and address the two critical thinking objectives and your adherence to the leadership problem solving memorandum guidelines. SL011: To develop and apply the knowledge, skills and abilities to promote student personal moral and ethical accountability for promoting the public interest. “I know, my God, that You test the heart and are pleased with integrity.” – 1 Chronicles 29:17a Prescribed Format Each leadership problem-solving memorandum will require students to present solutions to a realistic case study scenario. This requires that the student apply concepts and principles learned in their coursework supported by additional research that demonstrates critical thinking and reasoning skills. All professional public administrators must demonstrate lifelong learning skills to novel situations. Each problem-solving memorandum will be 5 to 7 double spaced pages (excluding references) in length excluding references. Students will have one week to complete each assignment as noted in the course schedule. The structure of each 5 to 7 page leadership problem-solving memorandum consists of: Executive Summary: A one page executive summary Introduction to the Problem: Describe the organizational context including a clear problem definition section detailing the process for diagnosing the cause and consequences of the problem Problem Solution Options: Provide three problem solution options with an associated analysis of strengths/weaknesses and costs/benefits. Recommended Solution: Provide the preferred solution option with a clear rationale supported by an action plan for managing the change process and overcoming obstacles.
