How the US Government support or works with disabled people

Topic Government-Why and when was the Americans with Disabilities Act passed? how about IDEA, which governs public education? Can/should these acts be strengthened? How? Are additional laws are needed to better protect the disabled from educational or other forms of neglect. How should information about present-day protective legislation such as The Americans with Disabilities Act or IDEA be better publicized so that everyone is aware of them? should there be a penalty for disobeying a protective law or discriminating against a disabled person by a business, educational institution or individual ? If so, what should the penalty look like. The topic must be coherent, addressing to the subject, include 3 sources minimum , also the topic should be supported by a Book “An Anthropologist on Mars” by Oliver Sacks where only a blind man, two people living on the autism spectrum, and others with Tourette’s Syndrome and frontal lobe damage were have red. It should also offer Real solution rather than platitudes. That is, the paper should make SPECIFIC recommendations, rather than general statements like “ disabled should be treated with respect and dignity.” That’s true, but how do we make that happen.
