Current headlines are filled with examples of the work of the U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE). There are organizational challenges confronting both agencies. For example see this article by Jory Heckman related to management issues. (Links to an external site.)Links to an external site. After reading this article, please complete the following questions: a) Which frame(s) presented by Bolman and Deal (2013) (and its assumptions and theoretical arguments) is (are) most useful for examining the challenges confronting CBP and ICE identified in Heckman’s (2017) article? b) Why? c) Both agencies utilize a “Hire the Right People” approach: present arguments and validating literature that support or refute this statement; d) Identify and apply the most useful strategies (based on the theories and ideas that you have examined in this course) for resolving the human resource challenges related to hiring, retention and motivation in either CBP or ICE. You are encouraged to consult and cite as many sources as you deem necessary to present a comprehensive response. You must incorporate and cite all of the references used to complete your response. Minimum 8 sources. Please respond to all components of the paper in a manner that reflects the clarity and articulation expected at the graduate level. The criteria that will be used to assess the paper include the following – indicators of public sector organization theory and behavior subject content knowledge, indicators of critical thinking and assessment, organization in communication and progression of ideas, organization in content and development of response, purposeful use of language, and ability to master the use of conventions. Application, incorporation, and proper citation (of academic and nonacademic references) are expected.
