Are you going to be looking at 1. different countries or within the regions, 2. Different target group or same target group, 3. Are you comparing the models of particular policy instrument or 4. are you going to look at how have these countries addressed the same issue that have had and if they have the same issue how did they addressed it or 5. Are you going to look exactly the same instrument they have used and how (the way ) it actually was implemented if it was effective. You are going to be looking in overtime across different countries or in one time point. What you need to do: 1. Select criteria for comparison (e.g. particular aspect of the policy model/structure, and implementation and one or more outcomes), you can do 1.
