Previous behavior is often a good measurement of future behavior. Understanding the concepts of the correctional system as incapacitating (protecting society), retributive (broken laws), and restorative (broken people), the question that the industry often wrestles with is whether the juvenile system is correcting behavior or providing a forum for juveniles to learn to commit other crimes while undergoing correction. Regardless, it is a system that is exists. For your paper, you are to tackle an issue the industry faces with no easy answer. Take the urban youth and understanding all the theoretical complexities associated with that environment, understand that Black male juveniles are at higher risk to be introduced to the system. Some believe that Black male juveniles turn to crime as a means to achieve money or respect. Assuming this is true, consider this: How would the juvenile justice system best serve such a youth who has a history of violent crime and drug sales at the age of 16? Assume this individual has affluency and respect amongst his peers. How would the system deter this lifestyle in favor of a legitimate job such as welding? Your paper has three parts to it. The first part explores the challenges to mainly Black youth in urban environments, to include the typical family setting, economic challenges, social challenges, and interactions with the legal system. The second part of the paper focuses on the state’s role in providing services to this demographic that currently aims to reform this type of behavior and lifestyle. Third, based on your research identify those policies that are ineffective and make a policy recommendation that you believe will assist in keeping Black male juveniles out of the system. For the purposes of this paper, an argument for legalization of marijuana or other drugs is not acceptable. This paper should not focus on sentence equality. Focus your efforts on the system itself.
