Future Threats and Potential Consequences
The future of homeland security and emergency management hinges on the ability to evaluate future trends and threats. In an attempt to understand these threats, the Brookings Institute conducted a study entitled, A Vision for Homeland Security in the Year 2025. In it, six specific threats were identified: counterterrorism, geopolitical risks, cybersecurity/technology changes, border protection, environmental changes, water shortages, and budgetary risks.
