Software licensing and costing models are the main topics. LR should start with these two topics before moving on to E-government and software licensing in e-government. 4. Identification of factors is an important task. It is not clear how did you identify them. You are supposed to study existing literature on different costing models, then analyse them in a table which serves as a matrix of studies vs factors – what factors were considered in each study. Likewise, grouping of the factors requires a sound basis. 5. There are quite some incomprehensible sentences. Please go through each paragraphs a few times after writing it. 6. How did you derive the equations? The method is not clear
