Enhancing teenagers’ digital information literacy and application

Compared to school based learning and application, off-campus learning and application can more effectively enhance teenagers’ digital information literacy and application. (Basically, it is better to learn and apply digital competency NOT in the school setting. School here likely refers to middle and high school.) Needs references.
