Imagine you have been hired as a consultant to a privately-owned US corporation, Shaffer Enterprises, founded in 2010. The company makes an educational software system including an application called “iGuess” that allows students to take online courses with a unique electronic device (the “iGuesser”) that Shaffer Enterprises makes. The application can also be used with a smart phone or gaming system. The manufacturing and customer service operation are located in a company-owned building in Tijuana, Mexico where environmental regulations are not very strict and salaries are lower than in California. Shaffer Enterprises is headquartered in Encinitas, California, where the R&D staff works. The CEO has been around for a while, and the company’s performance has been satisfactory. Recruiting and retaining the technical staff has been the biggest challenge. The City of Encinitas has approved a Climate Action Plan that commits to reduce greenhouse gas emissions 13% below 2012 levels by 2020 and 41% below 2012 levels by 2030. The City will include emissions from all public and private facilities in the City and those under the control of any companies headquartered in the City, so all of Shaffer Enterprises is included. If a company fails to meet the City’s targets, there are financial penalties. The CEO is considering just moving the company somewhere that doesn’t have a Climate Action Plan. What would you tell the CEO to convince her that the company should stay in Encinitas and comply with the requirements? You offer to help create a climate action plan for Shaffer Enterprises.
